一份湖南政协委员的扶贫建议案:扶贫还需如何发力?–湖南频道–人民网   9月28日,十一届省政协第十九次常委会议审议通过“我省精准扶贫、精准脱贫政策的落实与完善”向中共湖南省委、省人民政府的建议案(草案)(简称建议案)。建议案围绕从“精准识贫、精准帮扶”、“完善兜底扶贫政策”、“完善产业扶贫政策”、“完善教育扶贫政策”、“完善易地搬迁政策”、“完善生态补偿政策”等六个方面提出建议。   会上,政协常委们一致认为,该建议案立意高、调研深、内容实、建议准,真实反映了我省精准扶贫、精准脱贫的一些困惑和问题,提出的建议案符合我省实际。   今年以来,省政协大力开展“助力脱贫攻坚,全面建成小康社会”活动,出台了实施意见和五年行动计划,启动了“三个一”扶贫活动,并将“我省精准扶贫、精准脱贫政策的落实与完善”作为今年重点调研、协商、监督课题,由省政协主席会议成员带队,分成7个调研组,深入邵阳、张家界等7市州和部分贫困县,赴贵州、甘肃等5个兄弟省市进行调研考察与学习扶贫工作经验,经过多次讨论,反复修改,形成了调研总报告和建议案。   聚焦精准,帮到关键   精准识别贫困对象,是精准扶贫的前提和基础。只有做到精准识别,才能精准发力、精准帮扶。这不仅关乎民生,也关乎社会公平。   “我们要通过科学合理的方式方法将低于贫困线的家庭识别出来,同时还要找出导致他们贫困的关键性因素。”胡彬彬常委认为,在开展精准扶贫中,可以县级为单位,对贫困人口识别进行动态化管理,杜绝一刀切式的识别方法。在精准识别的基础上,各县应根据不同的地区,针对贫困家庭致贫的具体原因,因地、因户、因人制宜。   如何做好精准识别、精准帮扶?建议案这样写道:完善建档立卡扶贫对象动态化进退机制、建立完善数据管理平台、加大对非贫困村贫困户的扶贫力度、缩小联点帮扶贫困村的投入差距。   社保兜底织就“保障网”   如果说精准扶贫是提高贫困人口生活水平的“发动机”,那么社会保障兜底就是贫困群众的“保障网”。   “社会保障兜底是精准扶贫的最后一道屏障。”陈慈英常委说,省政府应尽快出台农村低保政策与扶贫开发有效衔接的意见,并进一步规范低保制度与扶贫开发政策衔接的工作标准、程序和方式等内容。建立完善在医疗救助、临时救助、慈善救助、大病救助等方面的政策,加大对贫困人口的帮扶力度。   经广泛征求意见后,建议案如此写道:推进低保和扶贫政策的有效衔接、加强农村医疗服务体系建设、加强贫困地区基本医疗保险等系列政策的衔接、完善救助保障机制和动员社会力量、引导慈善资源参与扶贫工作。   产业“造血”,精准扶贫   “授人以鱼不如授人以渔。”产业扶贫能够提升贫困地区的造血能力,是最有效的扶贫形式之一。   张光荣常委提出,选择产业要因地制宜,发掘资源优势,着眼农业产业、经营模式和组织方式现代化,充分运用电子商务、互联网、物联网技术和平台,结合农业供给侧改革,精准供给绿色农业产品、特色旅游服务等优质产品和服务。   为此,建议案提出了按市场规律调整扶贫产业政策、完善贫困户参与产业发展的利益联结机制、强化金融保险支持力度、加强贫困地区产业基础设施建设等4条建议。   扶贫攻坚,教育先行   俗话说,“治贫先治愚,扶贫先扶智。”教育是阻断贫困代际传递的治本之策,胡望宇常委对此深有感触。   针对农村地区人口稀少、居住分散、地处偏远、交通不便等问题,胡望宇常委提出以县为主体,综合地理位置、服务面积、服务人口、教学点实际数量等因素,按照“5个有利于”原则合理布局农村教学点,发动乡亲成立乡村教育委员会,以此加强我省农村教学点建设,积极改善办学条件。   建议案从善如流,提出加强贫困地区农村教育基础工作、自主建档立卡贫困家庭在校学生顺利完成学业、整合职业培训资源、促进贫困劳动力稳定就业创业等建议。   告别“穷山恶水”   贫困地区很多是生存条件恶劣、“一方山水养不活一方人”的地方,受限于当地自然条件,贫困人口很难就地脱贫,必须实施易地搬迁解决。   针对在具体操作中可能出现的问题,李少阳委员建议省级层面出台政策,细化搬迁对象评定标准,各地除了把搬迁对象的家庭成员结构、年收入水平、搬迁意愿、主要生活来源等主要指标摸清,还应当把搬迁对象的年龄、性别、教育程度、身体状况等要素做统计分析,出台可操作的政策,便于基层实施人员操作。   让“绿水青山”的守护者早日脱贫   永州作为湘江源头,为保护好生态环境,全市人民长期以来积极投入,作出了放缓发展步伐、减少财政收入的牺牲。“捧着金碗讨饭吃,饿着肚子保生态”,是永州经济发展和民生保障的真实写照。   “我省80%左右的贫困人口大都生活在美得让人心痛的地方,同时,他们也穷得让人心痛。”文仕知常委针对“绿水青山的守护者”提出了建议:争取将贫困地区所有山林全部纳入生态公益林补偿范围,同时提高补偿标准。建立区域补偿机制和市场化补偿机制,扩大贫困地区生态补偿资金渠道,积极开展生态产业经营,创新贫困林农帮扶机制。   为了确保生态功能区贫困群众如期脱贫,建议案提出了提高生态补偿标准、建立区域化市场化生态补偿机制、创新贫困林农帮扶机制等3条建议。(记者 陈昂) (责编:曾璐、陈沁星)相关的主题文章:
